Shadowlands reduced the total amount of possible loot even further, AND removed bonus rolls as well as lowered drop rates. Even most of the Vanilla raids had more chances of getting a drop for a specific slot than Shadowlands does. Like look at BWL, most armor slots have 3 bosses that drops an item for that slot, AND you could master loot the items out as you please rather than rely on the personal loot system! In short, removing tier sets caused boss loot tables to have a lot less in them, while still maintaining the high drop rate, leading to the loot system failure of BFA, which then had the kneejerk reaction to remove Titanforging and reduce loot drop rates while shrinking loot tables even further.
Everyone wants it back. I agree Titanforging needed to go. It was a problem from day 1. I was fine-ish with Thunderforging since that was only a small ilvl boost, but even that was still a bit crummy.
More possible chances at getting a drop for a specific slot means less chance of being stuck with a ilvl piece in a slot for months on end. And hell, they might not even end up having tier sets this expansion at all! Biggest problem with tier sets and trinkets , are that they end up forcing you into raids. Easiest solution is to move straight to currency. Let me accumulate currency from doing content, and then spend it on increasingly expensive vendors.

I just got my Paladin to Because he's a blacksmith, I still needed to go to the Isle of Thunder to pick up the Lightning Ingot plans. One very short run later, I had 9 Elder Charm of Good Fortune , and the only reason I didn't have a full 20 was because the last two were in a single chest, preventing me from looting them. Those same 0 Mogu Rune of Fate would take me one to two nights to farm, and would leave me without a new sword.
